It uses 2 different bulbs. The projector uses a H1 and the other side uses a H3.

My FZR600 dyno'ed at 78hp to the rear wheel on a Dynojet dyno. Fairly hot day with high humidity - stock air filter, jet kit of some kind but don't know which and a full Yoshi system. Nothing else. You have carb issues. But you also need to do a compression test and possibly a leak down test to see if you have a good engine.

No, it is possible to get a proper tune without the EXUP valve. It is just a bigger bitch to do.
